With reference to Admiralty letter of the 1st instant

relative to the proposed visit of Mr Stuart Lockhart C.M.G. in

one of H.M.Ships to the several anchorages on the coast of the newly acquired territory at Hong Kong, I am commanded by my Lords Commissioners of the Admiralty to request you will invite

the attention of Mr Secretary Chamberlain to the expediency of

retaining within Imperial Control, such portions of land which

the cession of the territorial rights in question may have

placed at the disposal of Her Majesty's Government, with the

object of affording time for an opinion to be formed as to the

increased accommodation which may be necessary hereafter for

the Naval Service in the Ports of the newly acquired coast line?

Should this proposal meet with Mr Chamberlain's concurrence, My Lords would suggest that the Colonial Governmen should be warned not to sell, lease, or in any way appropriate

any land over which control may be acquired, until the pleasur

of Her Majesty's Government has been made known.
